Critical: severe near-term risk, such as Do Not Travel guidance, evacuation, airport closure, major unrest, attack, or disaster signal.
Rising: risk momentum is increasing from fresh alerts, clustered disruption, social signals, or worsening advisory context.
Stable: current risk is not materially changing compared with the recent country scan.
Easing: fewer or lower-severity signals than the previous scan suggest risk is decreasing.
Thin data: not enough country-specific evidence to call a direction. Official advisories remain the baseline.
